Oksana Fearon is the founder of Harbour Lights Analytics where she shares her passion and love working with data and ensures the
success of the clients, colleagues, and community as Harbour Lights Analytics grows. Oksana has over 15 years of data management, reporting, and analytics experience in the public sector. Most recently she worked at the Chicago Police Department where she played a critical role in the establishment of the Strategic Data Analytics Division, and the delivery of the vision, strategy, and technologies to unlock the value of data assets and develop a data-driven culture. Prior to that, she provided leadership in designing and deploying a public, userfriendly Information Portal at the City of Chicago Inspector General’s Office. Earlier in her career she monitored and evaluated the performance of thousands of agencies and organizations nationwide funded by the Office on Violence Against Women at the U.S. Department of Justice.

Her analytics solutions and data visualizations helped inform decision-making and promoted effectiveness, efficiency, and integrity in federal, state, and local governments. She holds a master’s degree in Analytics from the University of Chicago and a master’s degree in Public Policy and Management from Muskie School of Public Service.
