Corrected issues that prevented some customers from installing Tableau Server on RHEL 8

Upgraded Apache httpd to 2.4.52

Alert recipients would not be able to select a user from a second domain where the username is not unique between the domains.

The "New workbook" data source action would sometimes be unavailable if the user did not have the "View" permission for the project

When editing or configuring Site SAML, Tableau Server UI would go blank after clicking 'Edit connection' in Authentication in Settings.

When a vizportal session expires, the user would be redirected to a sign in page. After signing back in the user would sometimes be sent to the wrong page.

When installing Tableau Server onto Red Hat Enterprise Linux 8, conda-unpack would fail, but not notify the user of the failure.

When accessing the Tableau Server Maintenance page (WebUI) Tableau Server would sometimes encounter an unexpected error reading, "The server encountered an unexpected error processing the request. Look at the server logs for more information".
