Since joining ICF in 1994, he has led the growth of ICF's geospatial capacity and participates in the technical and management aspects of his teams’ work, providing advice and implementing solutions. David is the Chief Technologist of Data and Analytics and Principal Data Scientist at DLT Solutions. He is responsible for DLT’s product and solutions portfolio strategy of big data, analytics and data science capabilities for Federal, State/Local government and healthcare market verticals throughout the United States.

David has over 35 years of IT experience, specialized in digital transformation and enterprise security strategy. David helps organizations leverage disruptive innovation and technologies to make more informed decisions, create change and develop new data-driven capabilities.

David was the principal co-author of the 2009 White House Office of Management and Budget guidance artifact “Planning Guide/Roadmap Toward IPv6 Adoption within the U.S. Government,” is a key contributor to the NIST Big Data Interoperability Framework (NBDIF) Version 2, and currently serves as the Data Analytics Industry Advisory Board Member at the George Mason University Volgenau School of Engineering. Prior to joining DLT, David served in senior leadership roles at Oracle, Blue Coat Systems, Tableau Software, EMC, and Cisco, among others.
David advises industry, boards and C-level executives on big data analytics, enterprise security, cloud migration and IoT adoption strategies. He shares his vision and strategies as a blogger and featured speaker at industry events on key government technology initiatives including Big Data, Data Analytics, Cloud Computing, Cyber Security, FedRAMP, Cloud Security, Open Data, Deep Learning, Digital Disruption, Smart Cities, Green IT, Healthcare IT, Machine Learning, IT Modernization, Internet of Things, Data Management, Data Center Consolidation, Collaboration and IPv6 transition.
