Shaun Delaney

Shaun is a Partner in our Public Services team and leads PA’s global economic and international development team working with government and public sector clients to address their economic growth and sustainability challenges. He leads our Economic Development team on the design, mobilisation and operation of services for our clients that deliver measurable impact and represent good value for money. For example, Shaun leads PA’s work with the £1.2bn cross Whitehall Prosperity Fund which includes designing, building and managing the service that is monitoring the impact of the Fund across the 25+ countries and reporting progress to a wide range of Ministers and officials.

Dr. Dominic Gibbeson

Managing Consultant , Data Analytics Expert, PA Consulting

Dominic has spent the last 15 years helping organisations use data and analytics to make high-value decisions and measure the resulting impacts. He has worked across a range of different industries including the public sector, transport, pharma, education, energy and economic development. Dominic led the design and implementation of Prospero, PA’s leading monitoring and reporting application to help measure the impact of the £1.2Bn cross Whitehall Prosperity Fund.

Mikel Santos

Mikel is passionate about technology and its potential to change the world as we know it. He has extensive experience in complex transformation programme design and delivery and has worked with different governments and multi-lateral organisations to drive impact in uncertain and complex contexts, applying agile and adaptive management techniques supported by facts and data to inform decision making. Mikel is a Managing Consultant in the PA Public Services global economic and international development team and is part of PA´s Digital capability.

Alastair Hall

Public Sector Expert, PA Consulting

Alastair is the Head of the Prosperity Fund Monitoring and Reporting Hub, a PA Consulting team supporting 27 programmes and 152 projects within the Prosperity Fund to monitor their impact. He oversees the delivery of technical support to PF programmes and maintenance of Prospero, the portfolio information management system PA developed using the Tableau interface. Alastair has over seven years’ experience designing and delivering ODA technical assistance programmes on behalf of UK government clients.
